The Government is closer to obtaining the approval of the Budgets for 2021 after this Tuesday the PNV announced that its six deputies will vote in favor and that ERC has announced a “pre-agreement” with the Executive to support them.
The support of these two forces (19 deputies in total), added to those of EH Bildu (5 seats), which has proposed to its bases to vote in favor of the accounts, would leave the support of the Government in 179 votes, enough for the project go ahead. However, Ciudadanos has ensured that it does not leave the table and hopes to be able to exclude the independentists from the agreement.
The PNV spokesman in Congress, Aitor Esteban, confirmed this Tuesday that the six deputies of his group will vote in favor of the Budgets presented by the Government .
At a press conference, Esteban made this announcement after a negotiation with the Executive of “a second package of amendments” that has been “to horse’s finger”, as defined by the Basque deputy after obtaining the initial commitment to abort the rise to the diesel.
“It is necessary to reactivate the economy”, has justified Esteban, who has explained that the PNV will vote ‘yes’ to Pedro Sánchez’s accounts after accepting amendments aimed at investments in infrastructures such as the Vitoria airport, R + D + I and in the promotion of offshore wind energy in the Basque Country . The creation of a commission has also been agreed to undertake the disposal of the Loyola barracks, in San Sebastián, which would pass from the Ministry of Defense to the City Council before the end of 2021.
Esteban has warned that they will defend their amendments. “We are not going to make a seven to the Budget,” he replied when asked if they negotiate with other parties. “We have not put any veto on the Government negotiating with someone”, has settled on whether they are upset with the role of EH Bildu in the negotiation of these Budgets.
Rufián: “This is not a round to announce a closed agreement, but to announce a preliminary agreement”
From ERC, his spokesman Gabriel Rufián has transferred to the journalists that his training has a “pre-agreement” with the Executive to finally support the accounts. “This is not a press conference to announce an agreement closed to the General State Budget. It is a press conference to announce a preliminary agreement,” the Republican wanted to emphasize.
Rufían has shelled out some of the points of that pre-agreement. One of them is the extension of the moratorium on the payment of contributions for the self-employed and SMEs until March 2021, with the commitment to extend it depending on the circumstances.
A bilateral committee will also be created to define a “total, fair and progressive” tax reform and a specific working group to modify the tax on large fortunes and put an end to “tax dumping in Madrid” , which is “a paradise de facto prosecutor “. Asked about it, he did not want to say how the Government has committed itself to achieving this objective. “If I say it, it is not done,” he replied.
The preliminary agreement also includes the settlement of the Generalitat’s debt and the end of financial control of expenses, thus completely lifting the “financial 155” applied in its day by the PP Government and that the current Executive had only partially raised. . This ends with a “tutelage” that ERC considers “unfair” and with ideological motivations, which will allow the Generalitat total autonomy in its expenses.
The ERC spokesperson also wanted to make it clear that between the objectives and the “dreams”, on the one hand, and the day-to-day, on the other, there is “a meanwhile” that must be managed and led, and that is what ERC intends to do, without for that reason being less independent, less republican or less left-wing. They are intended to be “more useful”, since in modern times “there is very little room for magic.”
Although ERC’s announcement suggested that Ciudadanos would definitely jump from the negotiating table with the Government, its spokesperson in Congress, Edmundo Bal, has ensured that dialogue with the Executive is maintained by overcoming Sánchez’s veto two of his “lines oranges “: sick leave for parents due to quarantine and direct aid to SMEs and the self-employed.
Bal has also boasted of having agreed with the Socialists a compromise amendment so that there is a single health card for all of Spain . “It is a measure that we have been asking for for years and it has been achieved this morning,” said the deputy.
Asked about the pre-agreement between ERC and the Government, Bal has responded that “we are going to work so that this ERC agreement with the Government is not consumed.”
